If this is the first time you are setting this up, there could be a few things wrong.
-Your mysql variables (Which are set in this file) are incorrect, or missing, be sure they are there, and correct.
-The database could be currently down. If this is the case, and it is not your site, contact the webmaster so they can correct this.
